In India and in other developing countries, to begin with certain things need to be imposed and strictly punishable. Not a nominal 50-100 Rs fine but a good 5000 bucks or so or do jail time. Here even dog walkers litter streets with their doggy poop. These are supposedly well to do families. They wont allow a newly planted tree to grow before plucking out the neem leaves and leaving it bare and spent. Our PM may have built lakhs of toilets, but people will still pee standing 50 meters away from it. I have seen medical colleges which have unkept toilets or no toilets. A health sector for heavens sake.

We do not understand cleanliness as a culture and until people become more civilized which I am assuming will be another half a century certain etiquettes will have to be shoved down their throat. It starts with enforcement and turns into a habit later.
