This is exactly what I was thinking about and writing about in the context of the same problem in my country except that instead of high tuition fees, we have caste based reservations. I could draw a lot of parallels with what you were saying. The same point you mentioned about having more vocational training and thus increasing chances of employment or small scale businesses will do more for the per capita GDP. Also what I I feel every huge corporation should do is instead of having overworked employees and unemployed public, run the company 24*7, employ more people or pay more and get the same productivity output and profits. For eg Hospitals run 24*7, so can other sectors. With 1.4 billion people here and unemployed people after a fancy college degree, this could be a solution.
